Oversaw the planning and inception of the laboratory. Sought and obtained congressional approval for defense funds for full accounting of Korean and Viet Nam war remains. Procured over two million dollars of laboratory equipment and was responsible for contracting and hiring 70 scientists and support personnel. Acting Information Officer due to knowledge in computer hardware, Ethernet, fiber optics, Cat5, Bus topologies; interfaced numerous scientific instruments for data collection and warehousing. Worked with Hewlett Packard contractors to deploy LAN and WAN with Novell NetWare on Ethernet via fiber optics with heterogeneous PC and MAC platforms, connecting scientific instruments with several servers to distribute data for analysis. Set-up T1 WAN connections with the main network server in Washington D.C. Networked PowerPC systems via AppleTalk protocol and setup a document publishing system with a Canon Laser/Printer/Copier. Managed network printer. Administered the LAN and AT&T Merlin telephony system complete with voice mail and PBX.

Provided staff assistance for troubleshooting management areas. Assisted with all aspects of the Society of Armed Forces Medical Laboratorians annual conferences. Developed personnel matrices for USAF clinical laboratories.
